How do Tyler Munis, Workday, Oracle Cloud and Infor compare for public sector finance and HR?

Short answer

Each of them can run a government well, and the right one depends on your size, your appetite for change and how much of the work you want to keep in house. The key to winning is to compare them on your own scenarios, your own data and the implementation team you will actually get, not on brand or feature lists.

I sit through demos from all four of these vendors, and the honest answer is that the differences that matter to you rarely show up in a feature matrix, because every one of them can post a journal entry, run payroll and produce a budget. Tyler Munis has deep roots in local government and a lot of agencies like that its fund accounting and utility billing were built for the public sector from day one, while Workday tends to appeal to organizations that want a modern HR and finance experience and are willing to change their processes to fit how the product is designed. Oracle Cloud brings a lot of depth for larger and more complex organizations, and Infor shows up strongly where an agency values industry content and flexibility in how it configures the platform.

What I would focus on is fit with the way you want to work after the project, which is why I push agencies to decide on their future workflows before they compare products, since a system that matches your redesigned process will beat a more famous one that forces you into workarounds. I would also look hard at the implementation partner each vendor brings, because in my experience the team doing the configuration has as much to do with your outcome as the software itself, and you should be interviewing the named people rather than accepting a promise that "our best people" will show up.

Finally, ask each vendor to show you their roadmap for the next few years, including how they are handling AI, upgrades and hosting, and then talk to agencies of your size that went live recently on each platform. If you do that work honestly you will usually find that one or two options clearly fit you better, and that is a much stronger place to negotiate from than a beauty contest.
