Monroe County ran the services for more than 750,000 residents on an aging SAP ECC environment. In 2022 the County engaged Avèro to find out what should replace it, prove the case, and then govern the program that got them there.

Monroe County sits in New York's Finger Lakes region and delivers services to more than 750,000 residents. Behind those services ran SAP ECC, an environment that had aged past the point where maintaining it was cheaper than replacing it. Finance, human resources, procurement, asset management, analytics, and security each carried their own workarounds built up over years.
The County's leadership did not start by shopping. They started by asking what the county actually needed, which is the harder question and the one most agencies skip. Avèro was engaged in February 2022 to run an enterprise-wide discovery that mapped current workflows, exposed the bottlenecks, and defined a future state the County could defend to its legislature and to the public.
Those findings produced a procurement-ready RFP and a rigorous evaluation. Workday was selected as the core ERP, supported by best-of-breed tools for budgeting, treasury, asset management, and tax. Avèro had no stake in that outcome. No reseller agreement, no referral fee, no implementation revenue waiting on the other side of the recommendation.
A dedicated Project Management Office now governs scope, schedule, and spend while coordinating vendors and County stakeholders. That PMO sits on the County's side of the table, which is the entire point.
