Santa Clara County Housing Authority manages roughly 2,600 affordable housing units and administers federal rent subsidy programs. It liked its ERP. What it needed was for the ERP to be set up properly.

The brief

The agency did not ask what to buy. It asked how to get more out of what it had.

SCCHA was established in 1967 by the County of Santa Clara Board of Supervisors to locally administer federal rent subsidy programs authorized under the United States Housing Act of 1937. Through its affiliates it manages approximately 2,600 affordable housing units.

The agency runs Emphasys Elite as its ERP and is satisfied with the product. What it requested was consulting and support to reconfigure it — a different engagement from a selection, and a rarer one to be offered.

Alongside that: an owner portal that was not being used to its potential, and a support process that consisted of emails and phone calls with no reliable way to manage requests.

Consulting and support to reconfigure Emphasys Elite around how the agency actually works. The product stays; the configuration changes. This is the cheaper answer, and it is only available from someone with no incentive toward replacement.

Reimagining the owner portal

Assessing how the portal was functioning and being used, then planning a relaunch, since the capability existed but the adoption did not.

A real help desk

Replacing an email-and-phone support process that had no reliability with a designed help desk, including a defined path for supporting Emphasys Elite operations.

Cloud planning

Strategic planning for the move to cloud computing, including upgrading the Elite servers to current version and redesigning the server topology to support it.

Staff training

Managing and overseeing Emphasys Elite training so staff engage with the product with confidence in the workflow, which is what makes a reconfiguration hold.
