Case study

Assessment first, then the ERP replacement it pointed to.

The City of Piqua engaged Avèro to assess its IT environment and build a strategic plan. That assessment is what identified the ERP replacement the city is now running.

The brief

The assessment is what tells you whether you need the procurement.

Piqua recognized the need to modernize its IT infrastructure and systems, and engaged Avèro to perform a comprehensive IT assessment and develop an Information Technology Strategic Plan.

The assessment covered the current-state environment, cybersecurity protocols, network infrastructure, and enterprise software systems, and included visioning sessions with city stakeholders about where the city wanted to be.

The ERP replacement the city is now pursuing came out of that work, rather than preceding it.

What the work produced

The deliverables.

Current-state IT assessment

Interviews with key internal stakeholders to establish how the environment actually operates, ahead of any recommendation.

Cybersecurity and infrastructure analysis

Analysis of cybersecurity protocols, network infrastructure, and enterprise software systems, so the plan addresses exposure as well as capability.

Stakeholder visioning

Facilitated sessions with city stakeholders to understand future technology needs, so the plan reflects where the city is going rather than only where it is.

Strategic plan

An Information Technology Strategic Plan giving the city a prioritized, sequenced basis for investment.

ERP software replacement

Assisting the city with the ERP replacement identified by the assessment, built on the strategic foundation rather than begun independently of it.

Where it stands

Status and outlook.

Where it stands

The engagement has moved from assessment and strategic plan into supporting the city's ERP software replacement.

Why the order matters

The city knows why it is replacing its ERP, because the assessment established it. That is a materially different position to defend to a council than a procurement that began with a vendor conversation.
