Santa Fe County delivers services to more than 150,000 residents across New Mexico's high desert, spanning functions from emergency services to finance to land use. County leadership faced outdated ERP tools and, separately, a legacy Jail Management System approaching its end of life.
Those two problems have different clocks. An ERP modernization can be planned, staged, and phased over years. A corrections system going out of support cannot. A roadmap that treated them as one program would have either rushed the ERP or stranded the jail.
Avèro started by documenting current-state processes across every major function, running discovery sessions department by department and mapping the operational pain points spanning finance, corrections, procurement, human resources, and more. That produced a future-ready roadmap defining integration touchpoints, automation opportunities, and a phased rollout.
Working with County IT and department stakeholders, Avèro prioritized the JMS replacement ahead of its end-of-life date and built a procurement-compliant RFP for an ERP platform capable of supporting both back-office and justice operations, with integration specifications developed for more than a dozen third-party systems.

A county ERP that has to serve corrections alongside finance is not a standard municipal deployment. Evidence handling, custody records, and justice-sector reporting carry obligations that a generic government requirements template does not cover. Specifying those obligations before procurement is what keeps them from becoming change orders during implementation.
