Pender County, North Carolina, recognized the need to evaluate and enhance its IT infrastructure and cybersecurity measures. To achieve this, the County engaged Avèro for a comprehensive IT Assessment. The project aimed to thoroughly assess the current state of the County’s IT infrastructure, staff capabilities, cybersecurity environment, and the efficiency of IT service delivery and enterprise software systems. The goal was to identify gaps, evaluate risks, and develop a strategic plan to guide the County’s IT advancements over the next three years.


The primary objectives of this project included:

  • Conducting an in-depth assessment of Pender County’s IT infrastructure and staff.
  • Evaluating the cybersecurity environment against the 22-point National Institute of Standards & Technology (NIST) cybersecurity framework.
  • Developing a Cybersecurity Risk Assessment report with recommendations to mitigate identified risks.
  • Creating an IT Strategic Plan Report to address gaps and provide actionable recommendations for operational improvements.


Avèro’s approach to the project involved several key activities:

  1. Stakeholder Interviews and Current-State Assessment

Avèro conducted interviews with stakeholders from various County departments, including the IT Services (ITS) Department, to gather insights into the current state of IT infrastructure, service delivery, and the use of enterprise software systems. This provided a comprehensive overview of the operational environment and IT-related challenges.

  1. Cybersecurity Environment Evaluation

Working with the County’s ITS team, Avèro evaluated the cybersecurity environment by assessing its practices and documentation against the NIST cybersecurity framework. This helped identify vulnerabilities and areas for improvement in the County’s cybersecurity posture.

  1. Cybersecurity Risk Assessment

Based on the cybersecurity environment evaluation, Avèro developed a formal Cybersecurity Risk Assessment report. This document outlined the identified risks and provided targeted recommendations for mitigating these risks to enhance the County’s cybersecurity defenses.

  1. IT Strategic Plan Development

Leveraging the insights gained from the assessments, Avèro developed an IT Strategic Plan Report. This report addressed the identified gaps and offered actionable recommendations to improve IT operations and service delivery. The strategic plan was designed to serve as a guide for the County’s IT decision-making and planning over the next three years.
