In mid-2018 the City of Alcoa partnered with Avèro to develop a comprehensive IT Strategic Plan intended to guide the efficiency and effectiveness of city operations for the following five years.

Alcoa engaged Avèro for a comprehensive IT Strategic Plan to promote the overall efficiency and effectiveness of city operations across a five-year horizon.
The Avèro team identified improvement areas and prioritized them, so the plan reads as a sequence rather than a wish list.
Two findings sat at the center: the city had no maintained IT policies, and no formal way for staff to report technical issues.

Updated IT policies and procedures
Failure to maintain relevant policy left the city exposed on enforcement and on expenditure related to inappropriate use of its infrastructure. The plan established the policies that close that.
A formal help desk
Without a formal process for reporting technical issues, the city's IT staff could not measure current service levels or anticipate future staffing need. A ticketing process turns support into something measurable.
Prioritized five-year sequence
Improvement areas identified and ordered, so the plan can be funded and executed in stages rather than adopted whole or not at all.
