Services · Implementation oversight

ERP implementation oversight on the agency's side.

Buyer-side project management and independent verification and validation while the systems integrator configures. The integrator works for the integrator. The vendor works for the vendor. Avero works for the agency.

The engagement

From signed contract to a stable go-live.

Oversight starts where the contract ends. It holds the integrator to the statement of work, gives leadership an honest read on status, and catches the problems that are cheapest to fix early. It runs standalone or follows an Avero ERP selection.

01

Governance setup

Decision rights, steering committee cadence, escalation paths, and a status report leadership can trust. The agency owns the decisions; the oversight makes sure they get made on time.

02

Plan and schedule review

Is the integrator's plan realistic for the agency's staff capacity, fiscal calendar, and payroll calendar? Gaps are named in week one, not month nine.

03

Deliverable and milestone review

Each deliverable checked against the statement of work and acceptance criteria before the agency signs off or pays a milestone.

04

Independent verification and validation

IV&V that reports to the agency: are requirements being met, are design decisions documented, and does the configuration match how the agency actually works.

05

Risk and issue management

A risk log the agency controls, with owners and dates. Risk management is part of the oversight, not a separate slide.

06

Data conversion oversight

What moves, what archives, who owns each record, and how reconciliation is proven. See legacy data migration.

07

Testing oversight

Test scripts written from the agency's own scenarios, defect triage the agency can see, and parallel runs where payroll or billing is involved.

08

Change and training

Organizational change management and training readiness for the people who will run the system after the integrator leaves.

09

Go-live readiness and stabilization

A readiness review before cutover and oversight through the first close, payroll, or billing cycles after it.

Independence

The firm maintains independence by refusing the relationships that create a conflict.

Avero holds no reseller agreements, no implementation partnerships, and no referral fees, and takes no compensation from a software vendor or systems integrator. Avero does not implement software. The only revenue is the agency's fee, so the findings are not shaped by who wins the next phase.

Someone in the room has to work only for the agency.
Questions

Straight answers.

What is ERP implementation oversight?

Independent, buyer-side project management and quality assurance during an ERP implementation. The oversight firm works for the agency, not for the software vendor or the systems integrator, and checks plans, deliverables, testing, data conversion, and go-live readiness against the contract.

How is implementation oversight different from hiring an implementer?

The implementer configures the software and is paid by the agency to deliver its own scope. An oversight firm does not configure anything. It reviews that work on the agency's behalf, so status reports, acceptance decisions, and risk calls do not depend on the party being evaluated.

What is IV&V on a government ERP project?

Independent verification and validation: an independent check that the system being built meets the agency's requirements (verification) and works for how the agency operates (validation). Avero provides IV&V as part of buyer-side oversight and reports findings to the agency.

When should a city or county bring in implementation oversight?

Ideally before the implementation contract is signed, so milestones and acceptance criteria are written to be enforced. Oversight can also start mid-project; if the project is already off track, see project recovery.

Does Avero implement or resell ERP software?

No. Avero does not implement software, holds no reseller agreements or implementation partnerships, and takes no referral fees or vendor compensation.

Which ERP platforms does Avero oversee?

Avero is vendor-neutral and oversees implementations across platforms. Published case studies name the specific systems on each engagement.

Can oversight start after the project is already in trouble?

Yes. Avero's project recovery practice starts with a short diagnostic, an honest read on status, and a governance reset, then continues as ongoing oversight.
